Jen Schultz

Senior Director

Jen is a Senior Director in our Health practice. She brings over 15 years of experience in health economics, policy, and government affairs to the Health Practice team at Waxman Strategies. Jen facilitates the work on health care costs, Medicare policy, and health care reform to improve access to and affordability of health care for everyone.  

Jen served as a Minnesota state legislator for 8 years. She was Chair of the Human Services Finance and Long-term Care and Aging Committees. She also served on Health Finance, Ways & Means, and the Taxes Committees. She championed state legislation to address the family glitch in the Affordable Care Act and authored legislation that created benchmarking targets to contain the growth of health care prices. She also authored and passed legislation for a public option in Minnesota and coverage for undocumented immigrants. She consulted with United States of Care and worked with advocates on a variety of health reform legislation.  

Jen served as a Great Lakes Commissioner for 8 years protecting and promoting the Great Lakes. While a Commissioner, Jen successfully advocated for the Great Lakes Restoration Initiative, and resolutions to investigate emerging contaminants of concern, climate resiliency, and responsible economic development. 

Jen is a Professor of Economics at the University of Minnesota where she has authored numerous publications on health care finance, health insurance markets, population health, and health care quality. Prior to joining UMN, she was a professor of public policy at Cornell University and a senior economist at UnitedHealth Group. Jen holds a Ph.D. in Health Services Research from the University of Minnesota, a M.A./ABD in Economics, and a B.S. in political science.
