Waxman Strategies Welcomes Sarah Morris as Managing Director to Launch New Technology Practice
Washington, D.C. — Waxman Strategies, a mission-driven policy and communications firm founded on the powerful legacy of former Congressman Henry Waxman, is thrilled to announce the addition of Sarah Morris as Managing Director. Sarah will establish and lead Waxman’s new Technology practice, furthering the firm’s commitment to creating and sustaining change in the public interest.

Sarah brings a wealth of experience to Waxman Strategies. Most recently, she served in the Department of Commerce as Principal Deputy Assistant Secretary and Deputy Administrator at the National Telecommunications and Information Administration (NTIA), where she oversaw the agency’s full portfolio of programmatic work and spearheaded grant programs to expand broadband access and adoption and promote innovation and resilience in wireless markets. Prior to her government service, Sarah was Executive Director of New America’s Open Technology Institute, where she led efforts on a wide range of technology policy issues including broadband deployment, data privacy, consumer protections, and free expression.

The new Technology practice will build on Waxman Strategies’ principles, with a focus on efforts to connect communities across the country and ensure that all people have access to technologies that are open, accessible, safe, and secure. The practice will address areas such as advocating for high-speed, affordable Internet service, strengthening data privacy protections, and promoting competition in the tech and telecommunications sectors.
Sarah’s extensive background also includes teaching legal courses at George Washington Law School and Georgetown Law Center. She holds a B.A. from the University of Nebraska-Lincoln and a J.D. and LL.M. in space, cyber, and telecommunications law from Nebraska Law, where her thesis explored privacy and security concerns related to the electric smart grid.
