Vice President
Zara is Vice President in the Waxman Strategies Health practice, where her work is focused on helping clients use policy levers in service of advancing equity in health care.
Prior to joining the Waxman team, Zara co-led a team of policy specialists working to advance the policy goals of a national health care organization. She was also an internal and external subject matter expert on high priority public health and health care finance issues including the Title X Family Planning Program, FDA policy and procedure, and prescription drugs.
Earlier, Zara was Vice President and Counsel at Cavarocchi, Ruscio, Dennis Associates, where she advocated on behalf of patient groups, provider specialty societies, and public health organizations. Zara also has experience in the advocacy office of Physicians for Human Rights and for the judges of the Boston Juvenile Court. She completed her Master of Public Health capstone project with the Harvard Medical School Department of Social Health and Global Medicine.
Zara received a Juris Doctor from Northeastern University School of Law, a Master of Public Health from Tufts University, and Bachelor of Arts from the University of Florida.
CAREER HIGHLIGHTS
- Led efforts to convene cross-industry and governmental stakeholders to identify opportunities to advance federal investments in sexual and reproductive health care.
Drafted shadow report to United Nations on behalf of international human rights organization.
- Provided technical assistance to support health care operations during the COVID-19 pandemic.
