John Sawyer

John Sawyer brings more than fifteen years of policy experience at both the federal and local level, having served in a variety of government positions and as a leader in the nonprofit sector.
Most recently, John spent nearly ten years as Director of Federal Affairs at the National Association of Community Health Centers (NACHC). During his tenure, federal funding for community health centers was more than tripled, with support from a bipartisan coalition in Congress and the Bush, Obama and Trump administrations. More importantly, the number of patients served by health centers more than doubled during that period, from 14 million to 28.6 million, with major expansions of both the number of centers and the breadth of services offered. John also led the Association’s legislative and advocacy strategy through debate and passage of the Affordable Care Act, and through ultimately unsuccessful attempts to repeal the law and block-grant the Medicaid program.
John also served as a local government leader in Pittsburgh, leading the policy efforts of the Allegheny County Department of Human Services (ACDHS) through ongoing service integration initiatives and the block-granting of state funding. John served on the legislative staff of two members of Congress – then-Representative (now-Senator) Sherrod Brown (D-OH), who at the time was the top Democrat on the House Energy and Commerce Health Subcommittee, and Rep. Rosa L. DeLauro (D-CT), who now Chairs the House Labor-HHS-Education Appropriations Subcommittee in the House.
John holds a B.A. in Political Science from the University of Michigan, and a certification in Professional Coaching. In addition to his work with Waxman, John operates a boutique career and executive coaching practice working with policy and advocacy professionals.
